New Delhi: Recently, the Chief Minister of Rajasthan, Ashok Gehlot, launched a long-awaited scheme for the urban poor. It is named the ‘Indira Gandhi Shehari Rojgar Yojana‘ or the ‘Indira Gandhi Urban Employment Guarantee Scheme’. In the line with the Mahatma Gandhi National Rural Employment Guarantee (MNREGS) scheme launched by the union government in 2006 for the poor segment in rural India, this scheme focuses on the distressed poor in urban areas. While the MNREGA aims at providing job security to the poor across the nation, IGUEGS provides job security 100 days a year to the people within the limits of urban local bodies. The Congress government in Rajasthan praised the scheme as the country’s biggest scheme to guarantee jobs for the people living in cities. Here’s a dissection of the scheme, eligibility and aims.
What is Indira Gandhi Urban Employment Guarantee Scheme?
On February 23, 2022, the Chief Minister of Rajasthan Ashok Gehlot announced the state budget for the fiscal year 2022-23. He allocated Rs 800 crore for a new scheme that would provide guaranteed 100-day employment to eligible people in urban areas.
It was to target the distressed poor people in urban limits. Over 3.75 lakh have registered themselves in the scheme and 2.25 lakh job cards have been issued to date.
This scheme – named after former Prime Minister Indira Gandhi – follows the line of an old scheme for the rural poor, the MNREGA.
The MNREGA guarantees 100-day work for eligible people in rural areas. This is a central government scheme and implemented pan-India. However, the Rajasthan government’s scheme is limited to the state. It may be possible that other states follow suit.
Across the state, at least 50 persons in each ward of urban local bodies will be employed. The scheme has a range of work permitted under it. It will be approved and executed by committees at the local body, district, and state levels. There are provisions to reward good work under the scheme. For the general nature of work, the ratio of the cost of materials and the payment for the labour will be 25:75. The ratio can only wary when the work needs technical expertise.
The Department of Local Bodies is responsible for implementing the scheme.
Eligibility
People between the age group of 18 to 60 years residing within the urban local bodies’ limits can avail the benefits of the scheme. They can demand and get employment in the identified segments where the scheme is implemented.
There is no income limit, however, the poor and deprived people, especially the ones who lost their livelihood during the pandemic, will be given preference.
To avail of the scheme, a Janaadhar card or its registration slip is required. One can register at any e-Mitra portal.
Wages will be paid at the rate of Rs 259 per day for unskilled labourers and Rs 283 per day for skilled ones. Supervisors will get Rs 271 per day.
